How to make the flow only load excel data once instead of multiple times

I have two excel sheets, one is vender contact list (one vender one row) and the other is vender product list (one vender to multiple rows) and I want to use the two sheets to create email draft, one email per vender. Here is my current flow, it works but for 2nd list worksheet rows modules (vender product list), it will run multiple times since the 1st list worksheet row module output has multiple bundles.
