Left Join on two Jot Form datasets

hi, very new to make not quite used to the interface/functionality yet…

i have two data sets/forms
one that has
name, email && checkbox/multiselect department field [array]

the other has
event description, event name && checkbox/multiselect department field [array]

i would like to be able to email everyone in the first data set if they match the department field

Try to maintain separate sheets for each data set and use search rows condition or formula based solution.
