I created a scenario to restrict users, but it doesn’t work.

Thing is this can be bypassed simply by people using a different email. Are you putting this in place to prevent spamming of your scenario?

Google Forms offers an option to restrict users to a single submission per email address. This means that each user can only submit the form once, although they are allowed to edit their submission afterward
