I have a form id like to read and get the contents of that data. The form will either be uploaded or scanned in. Where would i go after this? I cant figure out how to do the pdf part. How do i get the data to be readable like it is on the form. Meaning I want to know the contents of section 1. section 2, 2a etc
Also how do i test this without deleting and reuploading the file into onedrive each time?

You can use the CloudConvert “Convert a File” module to extract the text content from the PDF.
Then, depending on the output you could simply use a Text Parser “Match Pattern” module.
