This field offers only selectable options, based on what the resource provides. You can select only an existing spreadsheet, because the subsequent input fields are partially based on the properties of the selected spreadsheet ID.
If this is Google Sheets or Excel, you can use the ‘Add a Row’ module to add a row to a file. There is more info here: Google Sheets modules - Apps Documentation

Could you please tell me a little bit more about your scenario? As Hank mentioned, this field allows you to only select existing spreadsheets. But you can change it to “Enter manually” and pass the spreadsheet ID.
