2-years ago, the situation you shared was fairly common to encounter. Nowadays, I tend to connect without such trouble through typical OAuth2 or API tokens.
Also, have you tried using Make’s Google Workspace Admin modules to connect to Google Console.
Within Google Workspace, we have an automation user with relevant admin access. Then from Make we use Google Workspace Admin modules to connect and perform desired action using current modules or the API.
