I am getting this error even though I have properly formatted the phone number is sheets:

Error: 400 Bad Request

I have verified the sheet is providing th eright e.164 format but it still comes back with this error.
Here is how I set up the scenario and what the error it is coming back with. I also am providing a screenshot of the google sheet phone number format.
