Based on your description, I understand you want to build a system for content creation and distribution. Google Sheets is a great place to start, but you will have scalability issues in the process; I would recommend thinking about a solution like Airtable to replace the usage of Google Sheets.
Also, since the automation you describe runs in stages, I would recommend splitting automation based on stages; this will make maintenance life easier later, and it is important to track errors or add new improvements.
