Jotform submissions to PDF

I am trying to create a scenario where an expense report is filled out in Jotform with receipts uploaded. Those receipts are in pdf, jpg, and png formats. I want to take those attachments and the report and merge them into one pdf. I’ve tried Jotform>PDF.co>Dropbox, Jotform straight to Dropbox without Make and then Make scenario: Dropbox>PDF.co>Dropbox but nothing seems to be panning out. The closest I got was empty pdf docs into Dropbox. Can you give me some guidance?

I’m trying the free tier to make sure this platform will work before going further. I have an office manager that does not like to hassle with any other formats but PDF.
