If the file is too large to be downloaded, what makes you think it can be sent with the Gmail module? Gmail will similarly throw an “attachment too large” error.
I think the best solution would be to use the Google Drive “Get a Share Link” module, and then send the link to the email recipient.
This way, you can also save two operations per execution by cutting out the Google Drive modules.
