Sending Instagram DMs to Users Who Commented on My Post

Hello,
I understand that the Instagram API allows sending direct messages, but from what I’ve read, it’s only possible to DM users who have messaged me first.

Is there any way to send a DM to users who haven’t messaged me, specifically those who commented on my posts?
