Your server probably has a security rule blocking incoming requests unless you whitelist Make IP addresses.

P.S.: Investing some effort into the Make Academy will save you lots of time and frustration using Make.
I’ve had a similar issue before, and what worked for me was checking if the security group attached to the database allows inbound connections from my IP.
