I created separate Teams, one for dev and another Team “Geoff” for a colleague. I exported blueprint and imported scenario for him. He signed up, and proceeded to set up scenario with Zoom connection. Make gave his connection the same ID as the Dev Zoom connection. Is this why his scenario doesn’t run properly, and shows a “user not found” error, or another problem I should be solving for?

Generally, connections are only shared among the users of the very same team.
In case your colleague from a different team imported the blueprint, they need to create a very new connection and select it in the Zoom module(s).
This is how it should work in Make.
In case your colleague created a new connection with all the necessary permissions and yet encountered Zoom errors I would recommend checking the issue with Make support as they should have all the tools necessary for proper troubleshooting.
