When you go to write someone a message, then send it it says "THIS PERSON IS NOT ACCEPTING MESSAGES.
PUT THAT BEFORE I WRITE THE WHOLE MESSAGE!!!

Even though you don’t say so specifically, I’m assuming you’re referring to the settings of the community forum.
Each community member has the option to decide whether they want to receive DMs and, if so, which users can send them. I agree that it would be helpful to get a notification about this before you’ve written your message. However, this forum is built on third-party software and this is their setting. You can always raise this as a feature request with them.

I found a UX feature request for this on the Discourse forum, requested in 2021:
The “workaround” for sending a user a private message, when their private messages are turned off, is to contact them via their website, social media, or even the Discord server.
