I have a list of around 500 customers and I’d like to send them a message via WhatsApp Business.
What are the legal or policy restrictions I should be aware of when sending bulk messages (e.g. consent, opt-in requirements, etc.)?
Also, is it possible to use placeholders / variables (such as customer name or other see customer data) so that each message is personalized?
Any insights or best practices would be appreciated.

I’m not a lawyer, but usually it’s important to send messages to people who contacted you first and agreed to receive such messages.
To answer your question, if you’re referring to the WhatsApp API, it is possible to send bulk messages using software like Manychat, and yes, you can personalize them.

Sending spam messages is not only illegal in most places but also most Community users do not help with these kinds of problems.
Let’s assume all of these 500 have legally agreed to be contacted and want these messages:

You have not told us where you are located. In some regions, like the EU, you must follow GDPR compliance and other local laws.

In some countries, penalties for violations of data privacy laws are extremely high, so do not rely on random people’s opinions- contact a certified lawyer.
Lastly, to send bulk messages - according to my knowledge - you must use WhatsApp Business Platform and the first message must be verified because it acts as template to verify if user really opt-in for your list.

Yes, it is possible to send messages to approximately 500 customers using the WhatsApp Business API.
The first message must be a template message, and the template needs to be approved by Meta
Template messages support variables/placeholders (such as customer name or order details), so bulk messages can still be personalized.
