I’m unable to view any, except for one or two (it changes each time), of all of my previously created webhooks. Why will this list not populate? I’ve tried clearing my browser cache, hard refreshing the pages, and nothing is working.

Webhooks in Make use a Dedicated URL and it cannot be reused in multiple scenarios. For eg, If you have a webhook module using specific hooks, you cannot use that in another scenario.
From the docs here,
Each scenario must use its own webhook. You can not use one webhook in multiple scenarios.
