Watch New Rows doesn't fetch actual new rows

What are you trying to achieve?

I have a scenario where I want to fetch data from new clients in a Google Sheet and push them to Campaign Monitor.
I scheduled the trigger to run daily at a specific time. But when it triggers it doesn’t find any new rows. But there certainly are new rows.
