It may be helpful to post all of your settings so you can get others eyes on them to verify nothing was missed.
Also, do you have a Workspace or Free account? There was a note about needing a Workspace account for this API.

But I followed the new instructions and added them in my Workspace Control Panel successfully

Same, looked into and tried all related suggestions, with no success - the scopes are not accepted as valid anyway, although are present in Google’s official doc.
Seems this API is for Enterprise accounts only, not just paid Workspace.
