How can I send messages from a Telegram channel to a LINE group?

I don’t think this is possible. This is because for the LINE “Send a Reply Message” module, the description says —
Sends a reply message in response to an event from a user, group, or room.
This means you cannot message a group unless the bot received an event from the group first.
