I have a list of 20 email addresses, and when the scenario triggers, I need to send an email to 3 random a addresses in that list.

You’ll need to aggregate the list of the email addresses if you haven’t yet.
Then use the random formula multiplied by the length of the array.
The formula can be found in the Help Center https://www.make.com/en/help/functions/math-variables#random

“aggregate the list of the email addresses” not sure what you mean. Can you elaborate?
Sorry, I see I have to been specific enough: I need to send 3 separate emails to 3 random recipients. So I assume I will have to make some kind of loop.
Have you created a scenario yet? Could you share the output bundle of how you’re getting/storing the recipients?
Please share screenshots of relevant module fields and filters in question? It would really help other community members to see what you’re looking at.

Please export the scenario blueprint file to allow others to view the mappings and settings. At the bottom of the scenario editor, you can click on the three dots to find the Export Blueprint menu item.

Please provide the input and output bundles of the trigger/iterator/aggregator modules by running the scenario (or get from the scenario History tab), then click the white speech bubble on the top-right of each module and select “Download input/output bundles”.
Save each bundle contents in your text editor as a bundle.txt
file, and upload it here into this discussion thread.

If you are unable to upload files on this forum, alternatively you can paste the formatted bundles in this manner:
