I am trying to configure a scenario where I want to send a Whatsapp message to a lead who has not chatted with our account before, due to missing information (for example).
Is that possible? To send a message via WA business to a number who hasn’t chatted with you before?
Yes that should be possible(since you are using WhatsApp business)

For example, with 2Chat [1] (developed by us) you can connect your own WhatsApp number and send messages to numbers and to WhatsApp groups.
