My client has a paypal.me link on a donation button he wants everytime someone sends a donation to be captured in make, DOES Paypal.me trigger IPN ?

You are watching new notifications, which will trigger with all notifications. So you probably need to filter out incoming donations. I am not sure how, I don’t know what the payload of the webhook looks like.
You might want to use the Watch Transactions module instead, which will only trigger when a new transaction comes in.
Again, I cannot confirm what this looks like. PayPal doesn’t speak about Transactions in their webhooks documentation, so I am not sure what to look at. (https://developer.paypal.com/api/rest/webhooks/event-names)
It is best, to test test test.
