Does anyone know if it is necessary to have a paid plan for WhatsApp Business Cloud in developers.facebook.com to use it in scenario?

To use WhatsApp business in scenarios you don’t have to have a paid plan, but if you want to send messages through WhatsApp you will be charged according to your zone.
