Did you mean group or channel? They are two different types in Telegram.
You mentioned group twice, and channel twice, and now I’m confused to what you really need.
Anyway, to answer your question,
According to Can Telegram bot detect a new member joining a channel event? - Stack Overflow, you cannot get the name or the user joining a group or channel, but you can only do that in a supergroup.
