I am trying to create a new page an existing database, but the create a module page for notion, asks for a database item id, and I’m not sure why. Why is it asking for a page id when I am trying to create an entirely new one. And it doesn’t give me an option to select anything else other than a page from my database.
The issue is with your Create a Page selection. You currently have it set to Into a Database Item which is used when you want to create a sub-page inside an existing database row.
What you actually need is to change that dropdown from Into a Database Item to Into a Database. This will let you create a new row or page directly in your database without needing to reference an existing item.
Once you switch to Into a Database, it will ask for your Database ID instead of Database Item ID, and you can select your Documents Tracker database there. Then you can fill in the Title and other properties for your new page.

In this mode, Make thinks you want to create a sub-page inside an existing database row, so it asks for a Database Item ID.
If you want to create a new row (page) in your database, change it to: Create a page → Into a parent page
